SCORM standing for Sharable Content Object Reference Model allows the eLearning platforms to create and share online courses across multiple platforms. It is a set of standards and technical specifications that the eLearning platforms abide by.
To put it simply, when platforms were starting with eLearning, they created courses that stuck to their LMS only. It was not sharable or distributable. Such LMS platforms would have content only compatible with their LMS. So, no matter how well the LMS worked it did not offer liberty to integrate learning materials with other systems. This stood as a huge roadblock in using LMS that is not SCORM compliant.
Eventually, a set of standards that came to be known as SCORM was developed to help the platforms with functionality between different course authoring software and learning management systems.
When broken down, SCORM is-
SCO- Sharable Content Object meaning any content that is created on SCORM can be shared across tools and platforms. Think of it as a plug with multiple slots to use for many devices at once.
RM- Reference Model justifies the set of reference models or rules that apply to these specific functions and it must be obeyed.
